Pluvia could have accepted if it was just about the grain issue. However, problems soon emerged within Luminara capital as well.

Many officials were arrested and subjected to investigations that deviated from Camelot's laws. In the end, over a dozen officials were exposed for embezzling disaster relief funds and seizing civilian property. Kenji compiled all the punishment recommendations into a memorial and submitted it to Pluvia.

To be fair, these actions weren't entirely wrong - after Pluvia's verification, all the arrested officials were indeed guilty and deserved punishment.

However...

Pluvia looked at the Grand Marshal before her.

"What exactly are you trying to do?"

"Your Majesty's foundation is not yet stable. I believe we must clean up the government now. In the central court alone, over a dozen officials have embezzled and misappropriated state funds. And this is without me investigating the entire chain - otherwise, almost no one among the central officials and palace departments would be spared. If this is happening right under Your Majesty's nose, the situation with officials in other regions is obvious."

Kenji responded respectfully.
